What's the deal with Dark Arbiter in 7.3 ?
The following post explains undocumented changes.
In 7.3, DA was changed so that her duration starts ticking when she first starts attacking instead of when she spawns (increasing her overall duration by 2-3s).
Another change that we have been studying is that despite her fixed duration of 20s, we couldn't reproduce ingame the theoritical breakpoints every 10% haste. After studying logs, we found out that she actually lasts 21 seconds after her first cast start, which significantly change the expected haste breakpoints.
But even with that model, her number of casts even at static amounts of haste wasn't always the same as expected, especially around the new breakpoints (thanks Bicepspump for looking into that !).
The 21s duration is actually what ends up being a random duration ranging between 20.9s and 21.1s due to what is probably server<->client communication time.

Not quite, since the duration isn't completely static we have breakpoint ranges instead.
The numbers below are the haste percentage at which you reliably get another hit during DA.
Breakpoint ranges that you will be most likely to play around :
12 hits : 14.83%
16 hits during lust : 17.78%
13 hits : 24.40%
17 hits during lust : 25.14%
Is it accounted by simc/Raidbots ?
